Why New Year’s Day is shown in December 2027

A holiday-year list and a calendar-year list answer different questions. This page lists the 11 named statutory holidays belonging to 2028. One has its standard federal-office observance in the prior calendar year, leaving 10 of those observed dates within January–December 2028. The downloaded holiday calendar deliberately includes December 31, 2027.

For a concrete example, an office following OPM may close on Friday, December 31, 2027 for New Year’s Day 2028. That does not add an extra federal-office closure in January 2028. A printed calendar restricted to 2028 shows the boundary in a note rather than placing December 31 in the wrong year.

Federal offices and payment systems differ

Federal Reserve Banks remain open on the preceding Friday when a holiday falls on Saturday. That means the OPM observances on December 31, 2027 and November 10, 2028 are not automatically Federal Reserve Bank closures. Individual services and financial institutions can still operate different schedules.

Do not use this table as a universal ACH submission deadline, bank-branch opening schedule or securities-market calendar. FedNow, Fedwire, FedACH and cash services have their own operating details. Confirm the relevant payment rail and cutoff with your provider before moving a payroll date.

Who follows this schedule?

OPM’s standard dates describe most federal employees on Monday–Friday schedules. Other federal work schedules can have different in-lieu-of determinations. Private employers, schools and state or local governments are not all required to close on these dates.

For travel or staffing, record both the legal holiday and the date your organization actually observes. The CSV preserves those as separate columns, while the ICS event marks the federal-office observance. This prevents a scheduling system from treating a Saturday holiday as a universal Friday bank closure.

OPM published 2028 observances and Federal Reserve schedules, with UTC civil-calendar enumeration. Nominal payroll anchors are not employer-approved payment or settlement dates. New Year’s Day 2028 is federally observed on December 31, 2027.

Civil dates and published observances are available now. Employer calendars and payment-provider cutoffs require separate confirmation.
