Full-time equivalent (FTE) is the quiet workhorse of workforce planning. It converts a messy mix of full-timers, part-timers, and seasonal staff into a single, comparable number of full-time positions. Budgets, grant applications, productivity ratios, and healthcare-mandate tests are all built on FTE rather than raw headcount. This guide explains how FTE is calculated, where the common thresholds come from, and the rules — especially the ACA's — that depend on getting it right.

How FTE is calculated

FTE is simply worked hours divided by full-time hours over the same period: FTE = hours ÷ full-time hours. A 40-hour full-time week is the most common U.S. denominator, which annualizes to 2,080 hours (40 × 52). Someone working 20 hours a week is 0.5 FTE; someone at 40 is 1.0; someone logging 48 is 1.2 FTE, signalling overtime. To roll up a team, sum everyone's hours and divide once by the threshold — or equivalently add each person's individual FTE.

The denominator is a policy choice, not a law of nature. Many employers, especially outside the U.S. or in salaried professional settings, define full-time as 37.5 or 35 hours. Whatever you choose, consistency matters: an FTE figure is only meaningful when every numerator uses the same full-time basis as the denominator.

FTE vs headcount, and why budgets prefer FTE

Headcount counts bodies; FTE counts capacity. A shop with two full-timers and four half-timers has a headcount of 6 but only 4.0 FTE. For payroll cost, scheduling coverage, and productivity ratios (revenue per FTE, patients per FTE, output per FTE), the capacity number is what actually drives the math. That is why finance teams and operations leaders plan in FTE: it is currency-neutral, schedule-neutral, and additive across departments.

FTE also smooths comparisons over time. If you replace three part-timers with two full-timers, headcount drops but FTE may be unchanged — and your labor budget barely moves. Tracking FTE rather than headcount keeps those equivalent changes from looking like growth or cuts that did not really happen.

FTE in grants and budgeting

Grant-funded roles are almost always expressed in FTE. A federal or foundation grant might fund '0.25 FTE of a project coordinator,' meaning a quarter of a full-time position — roughly 10 hours a week or 520 hours a year — charged to that grant. Salary, fringe benefits, and indirect costs are then prorated to that FTE fraction. Budget narratives and effort-reporting systems (common in universities and nonprofits) require FTE so funders can see exactly how much of a person's time their money buys, and so that no employee is charged at more than 1.0 FTE across all funding sources.

The annual basis (2,080 hours) is the usual reference for these calculations, but check the funder's rules — some use a 1,860- or 1,920-hour 'productive year' that nets out paid leave. The ACA's two different FTE tests

The Affordable Care Act uses FTE concepts in two distinct ways, and confusing them is a common error. First, for who must be offered coverage: an employee who averages at least 30 hours per week, or 130 hours per month, is treated as full-time. Second, for whether an employer is an Applicable Large Employer (ALE) subject to the employer mandate: you count full-time employees (30+ hrs/week) plus 'FTE employees,' where the part-time contribution is total part-time hours in a month divided by 120 (capped at 120 hours per person). An employer that averages 50 or more combined full-time + FTE employees across the year is an ALE.
